if someone does not take into consideration engagement distance, can we return fire within safety kill range?

No, this is not a game of "an eye for an eye" when it comes to safety. Sometimes an impulse, good or bad, will come into play and an infraction may be in the results. This is not where you return fire when inside the MED. Any safety issues should be brought to the attention of an OC or the event coordinator to be addressed with the person/persons and or the group. Safety is to be taken seriously and at all levels, especially when in the bush with weapons hot.

I have called legitimate safety kills on people only to have them reject it, or just start shooting instead of accepting. That's really crappy, but you're still supposed to use them. I will say though, that's never happened to me here, everyone I've played with on this board has been really honorable about stuff like that.

Only time I have been shot after bang killing someone was due to their flinch reflex..... I could have knifed them.... had I owned a rubber knife at the time.....
